Why it's instant
Video and audio are stored as separate tracks inside the file. Removing the audio means writing the video track into a new file without the audio track next to it, with no re-encoding, so even long videos take seconds and the picture quality doesn't change at all.

Does muting reduce quality?
No. The video track is copied byte for byte.
